Professor David Chan, Director of the Behavioural Sciences Institute at SMU, was among 50 invited guests at a TV forum titled Conversation with PM Lee. In response to a poll taken at the forum on whether the audience wanted all pre-schools to charge the same fees, which showed 70 percent saying "yes" and 30 percent saying "no", Prof Chan noted that care should be taken when interpreting survey results where respondents or the public are forced to indicate a “yes” or “no” to a survey question. He hypothesised that people who said “yes” may be concerned with availability, accessibility, affordability, acceptability and quality of the pre-school education. On the mindsets and social norms for marriage and parenthood, Prof Chan proposed that even as the Government waits for attitudes towards having children to change, it could examine policies holistically to improve national well-being and enhance family life. He gave the example of how urban farming at HDB rooftops close to their homes is not only about technical issues on efficient land use but could also address social issues of part-time work and flexible hours, work-life balance and interactional opportunities for community bonding.
