Abstract:

The topic of juvenile delinquency and gang behaviour is often discussed in terms of male delinquents. Not many people have considered the issue of female delinquents and their possible gang behaviours. The reality is that there is a growing number of female delinquents involved gangs, substance-abuse, theft, soliciting, and white-collar crimes. Some examples of the factors promoting such behaviours include coming from a lower income family, having parents' that face marital stress or mental and emotional instability. These factors lead to socially maladjusted and emotionally troubled youths who lack emotional connection with their families, or youths that are unable to relate well to authority and others.

About the
Speakers:
Mdm Sahnim has a plethora of experience with juvenile delinquents through her work as a Prison Welfare Officer, Aftercare Officer, and Probation Officer.

In April 2007 she was transferred to PERTAPIS Centre for Women and Girls in the same capacity. The Centre houses girls and young adult between the age of 12 to below 21 year and has the capacity to house 100 residents. They are admitted for reasons such as beyond parental control, in need of care and protection, exposed to moral danger, juvenile offenders and others. In April 2008, was promoted to Senior Administrator, overseeing both the PERTAPIS Children’s Home and PERTAPIS Centre for Women and Girls.

She has also run both the NUR Drop-in Centre (a counselling centre) and Nur Shelter (for teenage pregnancy) – a joint project with MENDAKI.
   
  Mr Kayat was previously a Counsellor at Jamiyah Counselling Centre and Superintendent in Jamiyah Children's Home, He currently oversees four PERTAPIS Welfare Centres. He provides management support, consultancy and supervision to the overall operations and clinical Interventions of all the Welfare Centre. He ensures quality service delivery to residents and is responsible for staff competencies. He also ensures compliance to standard of care, service model and funding agreement.
